That contradiction sits at the heart of any honest Moodle review in 2026: the most-deployed LMS on the planet is a North American underdog losing new accounts to Canvas and Brightspace.

The Moodle family splits into three products. Moodle LMS is the open-source GPL software you self-host or run through a partner. MoodleCloud is the official managed SaaS, capped at 750 users. Moodle Workplace is the licensed enterprise edition with multi-tenancy, certifications, and HRIS integration.

A lot has changed since most Moodle reviews were written. Moodle 4.5 LTS shipped in October 2024 with the first formal AI subsystem. Moodle 5.0 followed in April 2025, then 5.1 in October 2025. WCAG 2.2 AA accreditation landed for the LMS and app in April 2025, and Moodle for Government reached FedRAMP Ready status.

I have built this review around what most others skip: three-year TCO at 500, 5,000, and 50,000 users, what a Premium Partner actually costs, compliance by tier, and how Moodle stacks against Canvas, Blackboard, Brightspace, Open edX, Sakai, TalentLMS, and Schoology. Here is how it breaks down by institution size.

1. Moodle LMS vs MoodleCloud vs Moodle Workplace: What’s Actually Different

Three products carry the Moodle name. Pick the wrong one and you will hit a wall at 750 users or pay for enterprise features you never use.

Moodle LMS is the open-source software, free to download and run on your own infrastructure or via a Premium Certified Partner. MoodleCloud is the official managed SaaS for small organisations that want zero infrastructure work. Moodle Workplace is the licensed enterprise edition for corporate L&D, compliance training, and multi-tenant deployments.

Dimension

Moodle LMS (self-hosted)

MoodleCloud

Moodle Workplace

Deployment

Self-host or via partner

Official SaaS on AWS

Licensed via Premium Partners

Max users

Unlimited (1M+ proven)

750 (Standard plan)

500,000+ proven

Plugin installs

Yes (2,000+ available)

None permitted

Yes via partner

Custom themes / API

Yes, full access

None

Yes

Pricing

Software free; hosting + labour

$230 to $3,000 AUD per year

$3 to $9 per user per month

Support model

DIY or partner SLA

Moodle HQ via email

Partner SLA, 24×7 available

Best for

5,000+ learners with IT

Under 200 learners, no IT

Corporate, multi-tenant, certifications

The sweet spots: under 200 learners with no IT? MoodleCloud. Between 200 and 5,000 with customization needs? A managed Moodle Partner on Moodle LMS. Above 5,000 with strong IT? Self-hosted or partner-hosted Moodle LMS. Corporate L&D, multi-tenant portals, or certifications? Workplace.

Watch out for MoodleCloud’s no-plugin policy and 750-user ceiling. If you need SSO with your SIS, a custom theme, or 800 students, MoodleCloud is not an option.

Best for: MoodleCloud (tiny providers), Moodle LMS (mid to large education), Workplace (corporate). Skip if: you cannot match a product to one of those profiles in a sentence.

2. Moodle Pricing and Real TCO at 500, 5,000, and 50,000 Users

Moodle is free. Until you count the sysadmin.

Labour represents 68 to 71% of total self-hosted TCO. A US Linux sysadmin averages $132,357 per year, and a production Moodle instance needs 15 to 25 hours per month. The software is free. The people who run it are not.

Three pricing models compete. MoodleCloud sells annual subscriptions in AUD (Starter $230, Mini $380, Small $700, Medium $1,700, Standard $3,000). Self-hosted Moodle LMS is zero software cost plus hosting, sysadmin, and partner fees. Moodle Workplace runs $3 to $9 per active user per month, or $25,000 to $100,000+ annually as a quote-based contract.

User count

MoodleCloud

Managed Partner (Moodle LMS)

Self-hosted on cloud

Moodle Workplace

500

$3,000 AUD per year (Standard, capped)

$10,089 to $18,409 over 3 yrs

$103,423 over 3 yrs

Quote-based

5,000

Not available

$35,000 to $60,000 over 3 yrs

$120,000 to $180,000 over 3 yrs

$180,000 to $360,000 over 3 yrs

50,000

Not available

$90,000 to $150,000 over 3 yrs

$250,000 to $450,000 over 3 yrs

$1.8M to $5.4M over 3 yrs

Managed hosting wins on TCO below 5,000 users by a wide margin. Self-hosted only becomes economical at 5,000 to 10,000 users, where the fixed sysadmin cost spreads across enough learners to beat managed pricing.

Hidden one-time costs catch buyers off guard. Initial install runs $2,000 to $6,000. SSO and HRIS integration is $6,000 to $20,000. Content migration from a legacy LMS adds $2,000 to $8,000. Admin training is $1,500 to $5,000. None of that appears on a vendor pricing page.

The verdict by tier. Under 200 learners: budget $700 to $1,700 AUD per year on MoodleCloud. From 200 to 5,000: $5,000 to $25,000 per year managed on Moodle LMS. Above 5,000: in-house infrastructure plus a dedicated admin, or Workplace if compliance and multi-tenancy matter.

3. Moodle 4.5, 5.0, and 5.1: The AI Subsystem and What’s New for Education

Quick win: upgrade to Moodle 4.5 LTS today and here is everything you get for free, plus the one paid line item you cannot avoid.

Version

Release

Key features for educators

LTS status

4.5

Oct 2024

First formal AI subsystem, WCAG 2.2 AA, subsections, screen recording in TinyMCE, quiz regrade by question

LTS through Oct 2027

5.0

Apr 2025

AI quiz generation from documents, Activities consolidation page, DeepSeek and Ollama support, course/activity AI governance

Standard release

5.1

Oct 2025

Mobile app fixes, YouTube embed fix, gradebook improvements

Standard release

The AI subsystem is a pluggable provider layer supporting OpenAI, Azure AI, Google Gemini, AWS Bedrock, Groq, Ollama, LiteLLM, and LocalAI. Administrators set site-wide rate limits to cap monthly spend and per-user limits to stop runaway consumption. Capabilities are role-based, so you can enable AI text generation for course authors while keeping image generation off for learners. All controls live at Site administration > General > AI.

Moodle 5.0 added course-level and activity-level governance toggles, so one department can opt into AI quiz generation while another keeps it off.

AI features ship free with Moodle. The tokens do not. OpenAI pay-as-you-go billing or Azure OpenAI PTUs apply unless you self-host Ollama on your own GPU.

One concern surfaced at MoodleMoot Global 2025: outsourcing cognitive work to AI risks eroding critical thinking. The answer is governance, not feature switches. Scope AI to drafting, scaffolding, and summarisation, not assessment.

Quick comparison for picking your AI provider:

OpenAI for fastest setup and lowest friction

Azure OpenAI for enterprise procurement and PTU billing predictability

Ollama for privacy-preserving on-premise inference with zero data egress

4. Implementation, Premium Partner Cost, and Migration from Blackboard or Canvas

The 6-week Moodle deployment exists. So does the 6-month one. The difference is rarely the platform.

Standard configurations land at 6 to 12 weeks from kickoff to go-live. Complex deployments with bespoke development, HRIS integration, and multi-tenancy run 3 to 6 months. EtonX deployed Moodle Workplace for 500,000 users in 8 weeks via Accipio. The Chartered Insurance Institute hit 25,000 users and 62,000 enrolments in 6 months.

Premium Certified Partners worth knowing: Accipio (UK), Catalyst IT (AU and global), Open LMS (which absorbed eThink), Moonami, Pukunui, Lambda Solutions. Pricing is quote-based. Expect $25,000+ for Workplace setup. Managed hosting runs $400 to $1,500 per month for small instances and $3,500+ per month for mid-size.

A standard 12-week project plan looks like this:

Weeks 1-2 (Discovery): Map your organisational hierarchy into categories and cohorts, scope HRIS integration, size content migration volume

Weeks 2-3 (Infrastructure): Provision hosting sized for peak load, configure SSL, backups, monitoring

Weeks 3-4 (Configuration): Install plugins, set up SSO/SAML, configure roles and enrolment, apply theme and branding

Weeks 4-6 (Integration): Connect SIS or HRIS (Banner ILP, Workday API, or CSV), test enrollment sync end-to-end

Weeks 6-8 (Content Migration): Migrate courses from legacy LMS, reformat SCORM packages, validate LTI tools

Weeks 8-10 (UAT): Pilot cohort runs real workflows, surfaces critical issues for fix

Weeks 10-12 (Training and Go-Live): Train admins and instructors, phase student onboarding, monitor under live load

Migrating from Blackboard, Canvas, or D2L? Content migration runs $2,000 to $8,000. SSO and HRIS rebuild is the larger line at $6,000 to $20,000. Add 2 to 3 weeks of staff retraining.

Get three Premium Partner quotes before signing, and require each to break out implementation, year-one support, and Year 2-3 ongoing fees as separate lines.

5. The Plugin Ecosystem and the Upgrade Pain Buyers Underestimate

The most-installed Moodle plugin from 2019 will break your 5.x upgrade. Here is how to find it before it finds you.

Moodle’s plugin library exceeds 2,000 community and commercial add-ons. They extend the core for adaptive learning, proctoring, Brickfield accessibility auditing, xAPI, OpenBadges 3.0, custom SIS connectors, and storefronts. This catalogue is the biggest reason institutions pick Moodle over Canvas.

It is also where the hidden tax lives. You cannot upgrade directly to Moodle 5.2 from anything below 4.4. You must intermediate-step through 4.4 LTS. Deprecated MESSAGE_DEFAULT_LOGGEDIN and LOGGEDOFF constants in plugin db/messages.php crash upgrades until changed to MESSAGE_DEFAULT_ENABLED. Themes are plugins too, and they break upgrades more often than admins expect. Plugins stuck at 3.11 will not run on 4.5 or 5.x at all.

A condensed upgrade playbook:

Audit every installed plugin against the Moodle Plugin Database for your target version

Identify unmaintained plugins (anything stuck at 3.11 is a blocking risk) and find replacements or remove

Clone production into staging (database plus files) before touching anything live

Fix deprecated constants in plugin code before running the upgrade script

Verify themes for compatibility or swap to a maintained alternative

Test SIS sync, SSO, LTI tools, and embedded media after the staging upgrade

Schedule the production upgrade during a low-traffic window with a rollback plan

One admin captured it on the forums: “When upgrading across major versions, you need to check plugins/addons for compatibility, you can’t let a plugin that hasn’t been maintained stop the march.”

Best for: institutions with a Linux/PHP admin who treats upgrades as a quarterly project, or a Premium Partner on retainer. Skip if: you have no staging environment and no partner.

6. Compliance and Security by Deployment Tier: SOC 2, FedRAMP, FERPA, HIPAA, WCAG

Moodle is FedRAMP Ready and SOC 2 Type 2 certified. It is not automatically FERPA compliant for any deployment.

Certifications attach to the hosted product or corporate entity. FERPA, COPPA, and HIPAA compliance attach to your institutional policies and how you configure Moodle.

Certification

MoodleCloud

Self-hosted Moodle LMS

Moodle Workplace

Moodle for Government

SOC 2 Type 2

Yes (Moodle US)

Depends on your hoster

Yes via partner

Yes

SOC 3

Yes (Moodle US)

No

Yes via partner

Yes

FedRAMP Ready

No

No

No

Yes

HIPAA BAA

No

Available via partner

Available via partner

Available

FERPA tooling

Procedural

Procedural

Procedural

Procedural

COPPA support

Procedural

Procedural

Procedural

Procedural

GDPR

Yes (EU region)

Configurable

Yes via partner

Yes

ISO 27001

No

Depends on hoster

Available via partner

Yes

WCAG 2.2 AA

Yes (4.5.7+)

Yes (4.5.7+)

Yes

Yes

FERPA building blocks exist: Privacy API, data registry, retention policies, and Subject Access Request exports. Missing: an annual notification system, a directory-information toggle, or a FERPA wizard. Compliance is procedural.

WCAG 2.2 Level AA accreditation covers Moodle LMS 4.5.7+ and the Moodle App as of April 7, 2025. The Brickfield Accessibility Starter Toolkit is free in every install; the enhanced toolkit (remediation, accessible file-format generation) is paid.

MoodleCloud data residency is selectable at signup: AWS EU (Ireland), Australia (Sydney), or US (Oregon). No ISO 27001 on MoodleCloud.

Best for: institutions willing to implement FERPA and COPPA procedurally. Skip if: you need a turnkey FERPA wizard, ISO 27001 out of the box, or HIPAA without a partner BAA.

7. SIS, Video, and Mobile: Integrations That Decide K-12 and Higher Ed Deals

Sixty-one percent of institutions sync their SIS with the LMS. Moodle connects to all the major ones. Some take a plugin. One takes custom development.

SIS integration depth by system:

Ellucian Banner, Colleague, PowerCampus: native via Ellucian ILP (Intelligent Learning Platform) plugin, syncs users, courses, and enrolments via web services, requires Banner Student API

PeopleSoft: typically integrated via middleware

Workday Student: requires Lingk or a comparable third-party connector, or custom development

PowerSchool: integration via plugin or scheduled CSV sync (Schoology owns the native path)

Infinite Campus: plugin or CSV sync; no first-party Moodle connector

LDAP / Active Directory / SAML SSO: native and well-supported across all tiers

Video and webconferencing are stronger than most reviews acknowledge. BigBlueButton ships native as a free, open-source virtual classroom. Zoom and Microsoft Teams have stable official plugins. H5P interactive content is built into core for branching scenarios and interactive video.

Mobile is the honest weak spot. The Moodle App has three tiers: Free (2 offline courses, 50 push notifications per month), Pro (4 courses, 500 notifications), Premium (unlimited). On iOS, the app must be foregrounded for sync. External URLs are not downloaded offline. Audio and video may skip download depending on file size. YouTube embedded video broke in October 2025, with the fix landing in v5.1.0.

A Capterra 3.0-star reviewer summed it up: “The mobile experience is also somewhat limited compared to the desktop version, with inconsistent notifications.”

Quick comparison on SIS:

Yes with a plugin: Banner, Colleague, PowerCampus, PowerSchool, Infinite Campus

Yes with custom work or middleware: PeopleSoft, Workday Student

8. What Admins, Instructors, and Students Are Saying in 2025 and 2026

Moodle scores 4.3 on Capterra across 3,381 reviews. The qualitative picture is more interesting than the average.

Admins complain about the learning curve and the upgrade tax. One Capterra reviewer: “It has a steep learning curve, outdated interface and required a great deal of support from my IT department.” Another on the Moodle forums: “When upgrading across major versions, you need to check plugins/addons for compatibility.” Admins who staffed for it love Moodle. Admins who did not, do not.

Instructors rate the platform functional but dated. Charlie L. on Capterra (4.0 stars): “The platform feels quite outdated, often requires too many clicks.” A separate 4.0-star Warehouse Manager review flags timing: “Assignment deadlines notifications are so delayed.” Instructors generally praise the gradebook and quiz engine once they have a few semesters in, and the new screen-recording tool in TinyMCE has been a quiet hit for feedback.

Students flag load performance, file handling, and mobile. From SoftwareAdvice: “It can be slow at times especially when many people are accessing it at once.” Valery C. on Capterra (3.0 stars) adds that Moodle “doesn’t open files the same way across different devices.”

Analysts see the market clearly. Phil Hill at OnEdTech writes that Canvas and Brightspace keep winning new accounts in North America, Anthology Blackboard keeps losing, and “Moodle holding steady for the past two years.” Steady is not growing. It is also not collapsing.

Moodle’s reviews split cleanly. Admins who invested in training and a Premium Partner love it. Casual instructors used to Canvas-grade UX do not.

9. Notable Institutions Running Moodle in 2025 and 2026

A single Moodle deployment handles 500,000 users. Another scaled from 400 to 10,000 concurrent users in ten days. Real references:

Open University UK: the largest known Moodle deployment, over 1 million users. Penn State, Universite de Bordeaux, and Shanghai University round out the academic roster

University of Jordan: 400 to 10,000 concurrent users in 10 days via Eummena, on a three-tier AWS architecture with load balancing across presentation, application, and data tiers

EtonX: Moodle Workplace scalable to 500,000 users in 8 weeks via Accipio, with AccipioOne Shop for self-serve school onboarding. Accipio runs deployments up to 200,000 users at 99.98% uptime

Chartered Insurance Institute: 25,000 users, 62,000 enrolments in 6 months, fit for professional certification bodies that need recertification and audit trails

NHS, UK local government, and defence: compliance training on Moodle Workplace with certification tracking, expiry recertification, and audit trails on a multi-tenant footprint

Vocational and small providers: MoodleCloud Small ($700 AUD per year) for under-200-learner deployments, including Stripe-powered course sales out of the box

Ask your shortlisted Premium Partner for two reference customers in your segment and size band, then call them. A 30-minute conversation tells you more than any sales deck. Ask each reference three questions: what broke in year one, what they would do differently, and how many sysadmin hours per month their instance actually consumes. Question three reveals whether the partner’s quote covered the real workload.

The Bottom Line: Should You Pick Moodle in 2026?

Six buyer profiles. Six specific recommendations. No fence-sitting.

K-12 district: Schoology or Canvas if you run PowerSchool. Moodle only if you have IT capacity and can implement COPPA procedurally

Small college (under 5,000): managed Moodle via a Premium Partner beats Canvas and Blackboard on 3-year TCO. MoodleCloud only if you never need plugins or an 800th user

R1 university: Canvas in North America, Moodle in Europe and Latin America. Moodle stays viable in the US for institutions valuing customization over UX polish

Vocational and CTE: Moodle Workplace shines on certification tracking, recertification, and multi-tenant cohorts

Corporate L&D: Workplace at $4,500 to $6,000 per month for 2,000 employees beats SaaS LMSes at $16,000+ per month at the same scale

Public sector and federal: Moodle for Government (FedRAMP Ready) is the only viable Moodle tier. Otherwise Blackboard or Canvas with FedRAMP hosting

Moodle in 2026 is the right answer for buyers who want control and the wrong answer for buyers who want a finished product. Pick the tier that matches your IT capacity, get three partner quotes, and budget for the sysadmin you forgot to count. Run a 6-week pilot with one department, an unmaintained-plugin audit, and a written rollback plan first. That discipline separates the 8-week success stories from 6-month rescue projects.

Frequently Asked Questions

Is Moodle really free?

The software is free to download. The services are not. Self-hosting requires $80 to $500+ per month in infrastructure plus a sysadmin running 15 to 25 hours per month at roughly $64 per hour in the US. One-time implementation runs $2,000 to $25,000+. MoodleCloud starts at $230 AUD per year for 50 users.

What’s the difference between Moodle LMS, MoodleCloud, and Moodle Workplace?

Moodle LMS is open-source software you self-host or run via a Premium Partner, with full plugin and customization access. MoodleCloud is official managed SaaS capped at 750 users with no plugins, priced $230 to $3,000 AUD per year. Moodle Workplace is the licensed enterprise edition with multi-tenancy, HRIS integration, and certification tracking, sold only through Premium Certified Partners.

How does Moodle compare to Canvas?

Canvas holds 50% US higher ed market share against Moodle’s 9%, and consistently wins usability comparisons. Moodle wins on customization, plugin ecosystem, data sovereignty, and 3-year TCO at scale. Canvas charges per user; Moodle has zero licensing fees. Moodle still dominates Europe (25%) and Latin America (73%), where Canvas is the underdog.

Is Moodle FERPA compliant?

Moodle provides FERPA technical building blocks (Privacy API, data registry, Subject Access Request exports, retention policies) but is not automatically FERPA compliant. There is no FERPA wizard, no annual notification system, and no directory-information toggle. Compliance is procedural and needs institutional policy. Moodle US holds SOC 2 Type 2; MoodleCloud does not hold ISO 27001.

How painful is upgrading to Moodle 5.x?

Significant risk if you have third-party plugins. You cannot jump directly to 5.2 from anything below 4.4. You must intermediate through 4.4 LTS. Deprecated constants in older plugin code break upgrades. Allow 2 to 4 weeks for a managed upgrade with a Premium Partner, longer with custom development. Staging-environment testing is mandatory.

Is Moodle suitable for K-12?

Yes, with configuration effort. Moodle can serve K-12 but requires manual COPPA setup, including parental-consent workflows and age-of-consent settings. It lacks a built-in parent portal, a key gap against Schoology and other K-12-native platforms. The COPPA school-consent exception applies but requires institutional policy. Moodle’s strongest K-12 footprint is in Europe and Latin America.

How long does a Moodle implementation take?

Standard configurations run 6 to 12 weeks from kickoff to go-live. Complex deployments with bespoke development, HRIS integration, or multi-tenancy run 3 to 6 months. EtonX deployed a 500,000-user Moodle Workplace in 8 weeks via Accipio. Speed depends on upfront decisions about hierarchy, integrations, and hosting, not shortcuts during build.

Moodle powers learning for over 500 million people, leads with 25% market share in Europe and 73% in Latin America, and holds just 9% of US higher ed enrollments.
